NOTIFICATION

 

F.No.49-5/2005-NCTE(N&S): As per provisions in the existing Regulations laid down by the National Council for Teacher Education (NCTE), an institution desirous of starting a teacher education programme is required to submit a “No Objection Certificate (NOC) from the State/ UT Govt. concerned along with the application form for seeking recognition from NCTE. However, the requirement of NOC is not applicable in the case of Govt. institutions. The question of requirement of NOC in the case of Central/State universities and other Central/ State autonomous bodies in the field of education has been engaging the attention of the Council for quite some time. Considering the fact that the Central/State universities are set up by Acts of Parliament or State Legislatures and the Central/ State Autonomous bodies are substantially funded by the Central/ State Govts., it has been decided by the Council to dispense with the requirement of NOC in the case of these institutions also.

 

           Now, therefore, in exercise of powers conferred under clauses (f) and (g) of sub-section (2) of Section 32 of NCTE Act, 1993, the National Council for Teacher Education (NCTE) hereby makes the following regulations.

 

1. Short title and commencement

 

       (i)   These Regulations may be called the “NCTE (form of application for recognition,

              the time limit of submission of application, determination of norms and standards

              for recognition of teacher education programmes and permission to start new

              course or training) (4th Amendment) Regulations, 2005.

 

       (ii)  They shall come in to force with effect from the date of their publication in the

              official Gazette

 

1. Extent of Amendment

 

           In the NCTE ( form of application for recognition, the time limit of submission of application, determination of norms and standards for recognition of teacher education programmes and permission to start new course or training) Regulations, 2002 dated 13.11.2002 as amended by Regulations dated June 6, 2003, sub-para (viii) of para 6 shall be substituted as under :

 

           “The requirement of NOC shall not apply to Government institutions and also to Central Universities/ State Universities recognized by the University Grants Commission and Central/ State Autonomous Bodies in the field of education fully funded by the Central/ State Governments, for conducting teacher training programmes in their campuses.”
