NATIONAL COUNCIL FOR TEACHER EDUCATION

 

Notification

 

New Delhi, the 1st January, 2004

 

F.No. 53-3/2003-NCTE (N&S). - As the country is committed to Education for All under the Dakar framework of action by the World Education Forum, the Government of India has launched the Sarva Shiksha Abhiyan to attain universalisation of primary education by 2007 and universalisation of elementary education by 2010. To attain this objective, there is a requirement of huge number of additional teachers at elementary level during the 10th plan period. To overcome the shortage of trained teachers, there is a need to liberalise the policies relating to setting up of institutions for Elementary Teacher Education programme and for preparing teachers for Early Childhood Care and Education / Pre-school Teacher Education / Nursery Teacher Education. In order to facilitate establishment of adequate number of teacher training institutions at these levels, the National Council for Teacher Education has decided to dispense with the requirement of "No Objection Certificate (NOC)" from State/UT Government for a period of three years for those institutions already running B.Ed. programmes recognized by NCTE and to such other institutions keen to start a course or training in Pre-school Teacher Education / Nursery Teacher Education.

 

Now, therefore, in exercise of the powers conferred under clauses (f) and (g) of sub-section (2) of Section 32 of the NCTE Act, 1993 read with Rule 7(4) of NCTE Rules, 1997, the National Council for Teacher Education (NCTE) hereby makes the following Regulations.

 

1. Short Title and Commencement

(i)                 These Regulations may be called the "NCTE (Form of application for recognition, the time limit of submission of application, determination of norms and standards for recognition of teacher education programmes and permission to start new course or training) (3rd Amendment) Regulations, 2004."

 

(ii)               They shall come into force with effect from the date of their publication in the Official Gazette.

 

 

2.                  Extent of Amendment

 

(i) In the NCTE (Form of application for recognition, the time limit of submission of application, determination of norms and standards for recognition of teacher education programmes and permission to start new course or training) Regulations, 2002 dated 13th November 2002 as amended by Regulations dated 6th June, 2003, after Sub-clause (ix) of Para 6, the following sub-clauses shall be added:

 

(x) The requirement of NOC shall not apply to institutions already recognized by NCTE for running a B.Ed. course and seeking recognition to start a course or training in Elementary Teacher Education or from an existing elementary teacher education institution seeking permission to increase in intake in such a course for a period of three years from the date of notification of these regulations in the Official Gazette.

 

(xi) The requirement of NOC shall not apply to institutions seeking recognition to start a course or training in Pre-School Teacher Education/ Nursery Teacher Education or from an existing institution seeking permission to increase in intake in such a course, for a period of three years from the date of notification of these regulations in the Official Gazette.

(ii) In accordance with the revised provisions relating to requirement of NOC prescribed at (i) above, the last date for submission of application prescribed in para 7 of NCTE (Form of application for recognition, the time limit of submission of application, determination of norms and standards for recognition of teacher education programmes and permission to start new course or training) Regulations, 2002 dated 13th November, 2002 shall be the 31st January, 2004 only for the academic session 2004-2005.

 

3. All other provisions in the aforesaid notification dated the 6th June, 2003 shall remain unchanged.
