NOTIFICATION
F.48-6/2003-NCTE (N&S) The 21st August 2003
In exercise of the powers conferred under clauses (f) and (g) OF SUB-SECTION (2) of section 32 of the NCTE Act, 1993 (73 of 1993), the National Council for Teacher Education hereby makes the following regulations to amend the NCTE (Form of application for recognition, the time limit of submission of application, determination of norms and standards for recognition of teacher education programmes and permission to start new course or training) Regulations, 2002 and 13th November, 2002 as amended vide notification No. F. 48-6/2003-NCTE (N&S) dated 6th June, 2003.

Short Title and
Commencement
(i) These regulations may be called the NCTE (Form of application for recognition, the time limit of submission of application, determination of norms and standards for recognition of teacher education programmes and permission to start new course or training) (Second Amendment) Regulations, 2003.
(ii) They shall come into force with effect from the date of their publication in the Official Gazette.
2. Extent of Amendment
Clause (iv) of para 8 of the aforesaid NCTE regulations shall be substituted by the following:-
(a) No institution shall be permitted to apply for enhancement of its intake over and above the basic unit as indicated in the Appendices 3 to 14 of these regulations and for starting a new course or training in teacher education under sub-section (1) of Section 15 of NCTE Act, 1993 unless (a) it has been granted permanent recognition and has continuously run teacher training programme or course for a period of three years; and (b) it has accredited itself with the National Assessment and Accreditation Council (NAAC) with a grade of B+ on a nine point scale developed by NAAC.
Provided that this shall not apply in respect of enhancement of intake of elementary teacher training institutions and for starting a course or training in elementary teacher education.
