File No.49-29/2005-NCTE (N&S):     Regulations laying down norms and standards for various teacher education programmes promulgated by the National Council for Teacher Education provide for, inter-alia, the eligibility criteria for appointment to teaching posts for various teacher education programmes.  For appointment to the post of lecturer concerning degree level teacher education programmes, NCTE regulations also include other qualifications as may be prescribed by regulatory bodies like the University Grants Commission.  

 

          Due to acute shortage of candidates fully eligible for such appointments, several representations have been received from degree level teacher training institutions for relaxation of the requirement relating to passing of NET/ SLET.  In order to make available adequate number of candidates for appointment to various teaching posts in teacher education institutions, the National Council for Teacher Education has decided to grant certain relaxation in this regard without compromising the quality.  

 

          Now, therefore, in exercise of powers conferred under Section 32(2)(d)(i) of the NCTE Act,1993( 73 of 1993), the National Council for Teacher Education hereby makes the following regulations, namely :-

 

1.                 Short Title and Commencement

(1)              These regulations may be called “The National Council for Teacher Education (the criteria for relaxation in qualifications required for appointment to teaching posts in degree level teacher training courses) Regulations, 2005.

(2)              They shall come into force from the date of their publication in the Official Gazette.

 

2.                Relaxation of Qualification for appointment to teaching posts 

 

(1)      Normally no person shall be appointed to a teaching post for a degree level teacher training course recognised by the National Council for Teacher Education, i.e., B.Ed., M.Ed., B.P.Ed. and M.P.Ed. courses, if he/she does not fulfil the minimum qualifications prescribed in the norms and standards laid down by the National Council for Teacher Education for the particular course.

 

(2)              However, in the event of non-availability of adequate number of suitable candidates, on the request of the applicant institution, grant of relaxation  only with regard to passing of NET/SLET can be considered by the NCTE subject to the following conditions:-

 

a)     The availability of vacancies was properly advertised in the National/Local Dailies or Rozgar Samachar giving full details of pay scale, duties etc. to attract eligible candidates.

b)     All the candidates eligible under normal conditions available for appointment have been appointed and some posts still remain vacant.

c)      The relaxation would be considered only as a temporary measure for a period of 3 years permitting regular appointment subject to confirmation after the appointee becomes eligible on clearance of NET/SLET/Ph.D. etc.

 

(3)              Relaxation of the requirement of NET/SLET can be made only by the competent authority in the National Council for Teacher Education.

(4)              The request for relaxation would be considered by the said authority taking into account sound justification based on the recommendation of the duly constituted Selection Committee which considered the available applicants.  A committee would be considered duly constituted only if at least one expert nominated by the concerned examining body/affiliating university/organisation is represented therein.

(5)              An institution/organisation shall submit to the NCTE Hqrs its proposal seeking such relaxation with regard to passing of NET/SLET in the prescribed format immediately after selection of the eligible candidates.  

(6)              Such cases shall be considered by the committee(s) of at least three experts, constituted by the Chairperson of the National Council for Teacher Education.  The committee shall take into account all the relevant factors including, inter alia, the comments of the Selection Committee and the documents furnished by the institution, for recommending grant of relaxation or otherwise.

(7)              The expert committee shall submit its findings for approval by the Chairperson.

(8)              Letter of appointment to the selected candidates proposed to be appointed on relaxed conditions shall be issued by the institution concerned only after receipt of relaxation order from the National Council for Teacher Education.

(9)              In respect of teachers already working and requiring exemption from NET/SLET before issuance of this notification, proposals for seeking relaxation from the requirement of NET/SLET shall be submitted to the headquarters of the National Council for Teacher Education on the prescribed format along with the approval of the competent/appointing authority, within two months of the publication of the notification.

(10)         The candidates so appointed under the relaxed standards, at the earliest possible opportunity shall register themselves for Ph.D. and complete their Ph.D. within five years of their appointment.  The institution shall furnish to the National Council for Teacher Education proof of registration of the candidate for Ph. D. within one year from his/her appointment.

(11)         Failure to comply with the provisions of these regulations may render the continuation of appointment on relaxed standards void.

PROFORMA FOR SEEKING RELAXATION IN THE MINIMUM QUALIFICATIONS PRESCRIBED BY NCTE FOR APPOINTMENT TO THE POST OF LECTURER IN TEACHER EDUCATION INSTITUTIOINS

(The institutions should furnish the following information for obtaining approval of the Council while seeking relaxation in qualifications. This is required to be filled up separately in respect of each candidate).

1.

Name of the institution

 

2.

Name of the candidate in block letters for whom relaxation is being sought along with his qualification.

 

3.

Number of teachers required in the  institution, number of posts filled and vacant.

 

4.

Special reason/ merit of the candidate for selection to the post with justification(s).

 

5.

Whether the post was advertised in at least two National/local dailies  including one English Daily or Rozgar Samachar giving full details of pay scale, duties, etc. (enclose copy of advertisement).

 

6.

Whether the candidate belongs to  SC/ST/Physically handicapped or any other category.

 

7.

 

Number of candidates interviewed with their brief bio-data.

 

8.

Number of candidates having NET/ NET exempted qualifications out of the interviewed candidates.

 

 

9.

Composition of the Selection Committee and members present.

 

10

Recommendations of the Selection Committee for exemption from NET/SLET along with a copy of the minutes of the Selection Committee.
