Norms and Standards for M.Ed. (Open and Distance Education Learning System)

 

1.          Preamble

 

The aim of the M.Ed. programme through Open and Distance learning system is to provide an opportunity, preferably to serving  teachers/teacher educators and educational administrators, to pursue M.Ed. course for professional development.

 

2.                  Course Title

 

Master of Education (M.Ed.)

 

3.                  Institutions Offering the Course

 

The course will be offered only by the Open Universities or Directorates of Distance/Correspondence Education of the universities.

 

4.                  Jurisdiction

 

Jurisdiction for the course shall be determined as per the provisions contained in the University Act.  Considering the non-availability of qualified teacher educators in the North-Eastern States and Sikkim the universities in this region intending to offer M.Ed. (Distance Education Mode) course may enroll students from all the North Eastern States and Sikkim.

 

5.                  Duration and Intake

 

i)                   24 months excluding time taken for admission.

ii)         Number of Seats :     The basic unit for conducting M.Ed. (Distance Education Mode) shall be 150 seats without any provision for additional intake.

 

6.                  Eligibility and Admission Criteria

 

i)                   Eligibility for admission to the course shall be B.Ed. or equivalent degree with 55% marks.

ii)                 The university shall develop a suitable procedure for selection of the candidates.

iii)               There shall be reservation of seats for SC/ST/OBC/Handicapped/ Women etc. as per the rules of the State/Central Government.

  

  

7.                  Course Development and Delivery

 

The learning material for the course shall consist of print and non-print (multi-media - audio-video-electronic) self–learning materials.  Information and communication technology should be extensively used as a mode of delivery to promote interactivity. The University shall create a 2-3 tier mechanism for curriculum transaction. The nodal tier will be at the Headquarters of the University and the second / third  tiers will be the Regional Centre/Study Centres.  The Course materials should be designed and developed as per the DEC norm.

 

A)            Facilities in the Headquarters

 I            Faculty

 

i)                   Core Faculty for an intake of 150 students shall comprise one Professor, one Reader and two lecturers.

 

ii)                 A University offering both B.Ed and M.Ed. programmes through ODL system shall have the core faculty strength of One Professor, Three Readers and Six Lecturers.

 

B.            Qualifications of Teaching Staff

 

I            Professor/Head

 

i.                    Academic and professional qualification shall be as prescribed for the post of lecturer.

ii.                  Ph.D. or equivalent published research work.

iii.                At least, ten years’ experience in teacher education, preferably in distance education.

 

II            Reader

 

i)                   Academic and professional qualifications will be as prescribed for the post of lecturer.

ii)                 Ph.D. in Education or in a school subject or equivalent published research work.

iii)               At least, five years experience as lecturer in teacher education, preferably in distance education.

 

III            Lecturer

 

            Good academic record with M.Ed./M.A. (Education) with 55% marks.

Or

            Good academic record with Master’s Degree with 55% marks in the relevant school subject and M.Ed./M.A. (Education) with 50% marks.

Notes:

 

i)                   A relaxation of 5% may be provided from 55% to 50% of the marks, at the Master’s level for the SC/ST Category

ii)                 Apart from the qualifications prescribed above, the candidates shall be required to have such other qualifications as may be prescribed by other regulatory bodies like the UGC, DEC etc.

 

C)            Physical Infrastructure

 

Rooms/cabins for faculty members, computer room, material production centre, store, office rooms, conference room, hardware and software and facilities such as audio-video studio for courseware development should be provided.

 

D)            Library

 

There shall be a library equipped with text and reference books on teacher education, educational encyclopedia, year-books, electronic publications, CD ROMs and journals on teacher education, distance education etc.

 

8.      Study Centres

 

                                     i)       Study Centres shall be located in the NCTE recognised teacher education institutions offering regular M.Ed. programme.

                                   ii)       Maximum number of students enrolled through a Study Centre shall not exceed 25 in a batch.

                                 iii)       Field based dissertation shall be a compulsory component of the course.

                                 iv)       Not more than 5 students shall be attached with a teacher for supervision of dissertation work.

                                   v)       A Principal or a senior member of the institution shall be appointed as the Coordinator.  One faculty member of the institution shall be appointed as the Assistant Coordinator. Other faculty members of the University /College education departments / Training institutions having the following qualifications shall be associated for supervision of field based dissertation work in the ratio of 1:10 students:-.

 

“Ph.D. in Education/ M.Phil in Education or M.Ed. / M.A. Education with atleast 5 years of teaching experience.

 

9.            Academic Inputs

 

            A)            Materials

 

Self-learning print and non print courseware will be made available to the study centres for use of the students.

 

B)        Contact Programme

 

A minimum of 300 contact hours,  including contact programmes and field based dissertation work evenly spread throughout the course shall be arranged by the Study Centres for each student. The contact programmes and supervision of the dissertation work will be conducted by teacher educators from the University / College education departments / Training colleges.

 

C)        Evaluation

 

Regular feedback based on evaluation of assignments, practicals and other assessments will be given to students.

 

D)        Student Support Services

 

i)                    Use of library of the University and its affiliated teacher education institutions will be made available to the students of the course.

ii)                  Facilities for accessing non-print learning materials such as Internet/television/VCR/OHP etc. will be made available at the Study Centres.

iii)                Mentoring support to the students shall be provided at the Study Centres.

 

E)            Monitoring and Supervision

 

In order to ensure smooth transaction of learning activities including dissertation work and proper functioning of Study Centres regular monitoring will be conducted by the Core faculty at the Headquarters.

 

10.             Fee Structure

 

The tuition fee and other fee shall be charged at rates as prescribed by the University/ concerned Government.

 

11.       Pre-requisites for applying for grant of recognition of the programme

 

            Before applying to the NCTE for grant for recognition for starting M.Ed. (Distance Education Mode) the University should have accomplished the following tasks:

 

1.                 Preparation of curriculum and syllabi including scheme of examination

2.                 Preparation of print and non-print courseware.

3.                 Identification of study centres.

4.                 Certificate of DEC to the effect that the study materials are designed and developed as per DEC norms.
